Filling the Gap in Virginia's Safety Net
SPARC is the only nonprofit in Virginia organized to provide community-integrated day programs for adults with severe and multiple disabilities who require 1:1 support for all daily activities and are not able to work. We exist because families in need created us when there was no other option.
Our participants have aged out of the K-12 special education system, lost access to school-based supports, and require direct support every hour of every day. SPARC delivers community-integrated day services that directly advance Virginia's obligations under United States v. Virginia and the ADA's integration mandate.

Why SPARC Matters
Federal civil rights law requires Virginia to provide services to people with disabilities in community-based settings. Despite nearly two decades of efforts, Virginia remains under a permanent injunction for failing to meet these obligations.
SPARC's innovative participant-directed model is both cost-effective and person-centered. By enabling individuals to bring their own Direct Support Professional, we ensure continuity of care while keeping costs at just over $21,000 per participant annually - compared to $58,264 through traditional Medicaid services.
